In my text "The enemy within - Counter-intelligence use by non-state actors" from March 2013 ( http://www.janes.com/article/22707/the-enemy-within-counter-intelligence-use-by-non-state-actors ) I mentioned - beside others - the international influence and diffusion of South American drug cartels and Outlaw Motorcycle Gangs like the Hells Angels or Bandidos. Clear and brief: This is my new essay about Chinese intelligence, an analysis of today capacities and a forecasting, to read in Jane´s Intelligence Review. http://www.janes.com/article/23922/chinese-whispers-chinese-intelligence-capabilities Beside this I work - together with Jens Rosenke - on a longer paper about Chinese military espionage. This will take a time, but we come along a few interesting aspects, e.g. an assessment of Chinese real military requirements and a new calculation of the number of possible spies, controlled by Chinese institutes in Germany. Es ist vergebliche Liebesmüh, auf das "Erstaunen" und die "Überraschung" der deutschen Politik angesichts der "ungeheuerlichen" Spionagevorwürfe gegen die lieben Freunde einzugehen. Entweder sind die jetzt lautstark Jammernden schlichtweg nur strohdumm oder aber sie gehen ihrem Job nach und machen Politik wie gewohnt. Pragmatismus zeigen sie offensichtlich nur sporadisch - z. B. beim Asylgesuch von Snowden. Und beim Spionieren ertappte US-Diplomaten hatte schon unser aller Ex-Kanzler Kohl stillschweigend gen Heimat verabschieden lassen. Aber das weiß natürlich die jugendliche Online-Redaktion in unseren Leit- (oder sagt man Premium?) Medien nicht mehr... Wie auch: Bachelor-Studiengänge in Politikwissenschaft erklären einem so etwas nicht mehr. Tiefergehende Recherche wird wohl immer mehr ein Fremdwort und ich habe es nur meiner großen Geduld zu verdanken, daß ich Mitarbeiter der NSA beim abendlichen Verbuddeln von Unterlagen fotografieren konnte: Neb...

A few days ago I read an older essay (maybe from 2010), written by a North Korean and titled: „Attempts To Empowering Kim Jong-Un As Third Generation Successor Will Fail“. Bad luck, Kim Jon-Un became the new chief in place. More interesting is another headline of his essay, which claims, that „Elites Have Grabbed Economic Power and Are Fighting Among Themselves“. Beside others he mentioned „privileged agencies“ and their greed for power and private wealth. Looking at today developments in North Korea it seems to go like this: Privileged agencies and their members, influential groups with a common history or education, somehow Princelings in a North Korean manner, are fighting for their place. And maybe the report from Yonhapnews a few days ago about the sacking of Kim Kyok-sik, the minister of the People's Armed Forces, fits in this scenario: He was a hardliner and a hawk, in other words: a permanent harasser in a possible attempt to find a way of in- and outside harmo...

...lautet der Titel eines Textes im Economist. Dort wird u. a. geschrieben bzw. auch zitiert: "The rise of moderate Salafism has cut the number of young people becoming terrorists." Zu dieser Überlegung wird man m. E. zwangsläufig auch in Europa und Deutschland kommen müssen, um die Szene halbwegs im Griff behalten zu können.

Im Interview mit Spiegel Online wird Innenminister Friedrich gefragt: "Drohen in Deutschland Anschläge wie in Boston" Seine Antwort lautet: " Eine hundertprozentige Sicherheit gibt es nicht. Hm....*grübel*... Es stimmt natürlich: Eine hundertprozentige Sicherheit, vor was auch immer, kann es nie geben. Aber was soll eine "taktische Analyse" sein? Gibt man diesen Begriff bei Google ein, dann werden dort zig Resultate zur "taktischen Analyse" von Fussballspielen ausgespuckt. Und ich befürchte fast, dass dort dieser wohlklingende Begriff auch hingehört. Um überhaupt eine Analyse durchführen zu können, bedarf es mehr. The current brinkmanship in East Asia - even if it is just diminishing due to special dates in the North Korean calendar - is a signal, how strong and urgent the domestic political struggle is going on: There are influential groups which are fighting for a place at the sun, at the Taedonggang Craft Brewery Bar in Pyongyang or in a VIP room in Macau. There are also informal networks which are helping to get a remittance inside and rocket engines outside - to name only a small part of the business. In other words: Society is changing - even in North Korea. The intelligence about it still seems to be poor, related to the stuff you can read or hear from Western intelligence agencies. In the middle of stupid news coverage (Der Spiegel: "Kim Jong Bumm") one can read about past attempts to kill Kim Jong Un himself. This would have been linked to internal power struggles. Maybe... There are of course internal power struggles and you can watch them even in the outer world, you don´t have to go to North Korea. But this is something which is not covered by the mainstream media. Those stupid tabloids are babbling about Musudan missiles without knowing one real detail or without mentioning one word about the results of some possible rare tests, the roots of this weapon system, the Russians behind it etc. And it would be even more interesting to read about the special units the North Koreans are sending abroad, when it comes to "power struggles" in foreign countries inside of the North Korean community or just in case of "sudden" deaths of North Koreans somewhere in the world... Als ich kürzlich über den Film "Jagd auf Roter Oktober" nachdachte (siehe hier: https://de.wikipedia.org/wiki/Jagd_auf_Roter_Oktober_%28Film%29 ), wurde mir plötzlich klar, welche Motivation hinter den Provokationen Nordkoreas und  Kim Jong Un verborgen sind: Kim Jong Un ist Mitglied eines relativ jungen Personenkreises und ist grundsätzlich an Reformen interessiert. Diese kann er aber niemals so durchsetzen, wie er es gerne möchte - und auch nicht in dem Tempo. Also hat er einen Deal geschlossen, wobei die Frage beantwortet werden muss: Mit wem? Ich gehe davon aus, dass es Peking ist. Das sieht also so aus: Kim Jong Un will Reformen und er ist jung, er will sie schnell, zu schnell für das System, das ihn kontrolliert und das er auch ein wenig kontrolliert. Er weiss natürlich, dass er einen Krieg niemals gewinnen kann. Und vielleicht hat er auch einfach keine Lust mehr auf die alten Spielchen und beneidet heimlich seine Brüder. Die Chinesen wollen 1. Ruhe im Hinterhof ...

Ich möchte meinen neuen Artikel in der NZZ ( http://www.nzz.ch/meinung/uebersicht/der-grosse-bluff-1.18051420 ) noch durch ein paar Zeilen ergänzen: Ich deute in dem Text ja an, dass man sich verstärkter nicht nur mit der Psychologie der Massen, sondern auch der Eliten befassen sollte, um die gegenwärtige Situation mit all ihren Provokationen und gegenseitigen Anschuldigungen besser verstehen und einschätzen zu können. Dabei sollte man nicht nur die Eliten im Lande, sondern auch ausserhalb, also die internationale Community der Nordkoreaner betrachten. Es geht nicht ausschliesslich um dunkle Abgründe in ihren Seelen, sondern um die Beweggründe von Menschen aus einem Kulturkreis, der sehr stolz ist und sich ungerne etwas vorschreiben lässt, zugleich aber in einer ganz bestimmten Form der Hierarchie aufgewachsen ist. Das aktuelle Blätterrauschen im deutschen Medienwald um die "geheimen" Konten deutscher Privatpersonen, Firmen usw. in Panama zeigt mir erneut, wie schlecht es um die deutschen Medien bestellt ist: In den Redaktionen wird weiter gespart und irgendwelche Freelancer für wenig Geld beschäftigt. Die Recherche bleibt da oft auf der Strecke: Angeblich habe ein Hacker Daten veröffentlicht, die zu ganz neuen, tollen Erkenntnissen führen würden! Wenn ich das lese, kann ich nur meinen schweren Kopf schütteln: Hacker? Blödsinn! Aktuell? Noch mehr Blödsinn: Die Möglichkeit, diese Daten in Panama abzugreifen, existiert doch schon länger und die pfiffige Methode, die jetzt von Süddeutscher, Spiegel usw. als neue Sau durchs Dorf getrieben wird, ist schon längst bekannt und wurde bereits eingehend besprochen - auch in Videotutorials, für das archiv- und bibliotheksferne Bildungsprekariat. Im übrigen gibt es noch andere Wege, auch in Panama an die Details heranzukommen und ob da ein Deutsch...

A few days ago „The Economist“ commented the situation in North Korea. At least the author wrote somehow open and impassioned about the further dealing with the regime in Pyongyang: „… taking every opportunity to undermine the regime, as the West did in eastern Europe during the cold war. The Soviet era teaches that nothing is more potent than exposing people to the prosperity and freedoms of the world around them. So outsiders should pay for North Koreans to travel and to acquire skills abroad, support the radio stations that broadcast into the country, back the church networks that supply documentaries and films and turn a blind eye to the smuggling networks and the traders…“ Well spoken, but it seems that many people don´t want to listen. Dies ist eine Vorankündigung auf das demnächst erscheinende Jahrbuch Öffentliche Sicherheit, für das ich einen Aufsatz in der Rubrik "Internationale Sicherheit" verfasst habe. http://www.jbös.de/home/ Es geht um die Tätigkeit privater Geheimdienste, also jenes Thema, was ich ausführlich in meiner Dissertation beleuchtet hatte.
